Going forward, we are going to allow the altering of existing tattoos (ie: tattoos that people have on them) but with some caveats.
# Only a tattoo merchant can offer this.
# The Allowed tattoos are:
## Normal tattoos
## Pigments of Memory Tattoos
## Flypaper Tattoos
## Rune Tattoos
## SK Tattoos
## Mystic (monk) tattoos
# Minimum charge for this is 100k silvers or 125 alternate currencies.

All other tattoos are denied for alteration as they typically have QC requirements.
