In this case, "creatures" ''should ideally be'' lower case, and this category ''should ideally be'' "Creatures by level" instead of "Creatures by Level". That said, there are a lot of older categories that have not ''yet'' been updated to use the [[Gswiki:Style guide]] standard for capitalization on the wiki, especially on the mechanics side of things. Pretty much all of the creatures categories fall under this and have not yet been updated to lower case.. outside of a few which were created and currently have no contents due to template-applied categories. Because the various creatures templates are older and in some cases predate the style guide, they don't use proper casing and will eventually need to be updated to account for that (with a number of smaller edits to various other places to ensure everything migrates properly to new categories).
