 Basically, they're using the wrong GM tool for this specific "deepening." It's not really a "deepening", but moreso a change in the number of items the harness can hold.

 It's really a pretty simple change. If the maximum number of items that one of these harnesses can currently hold inside it is 7, then it's pretty easy to change it to 9. I'm not sure how much more specific I can be for these merchants outside of being ingame when they're around (or they can shoot me an email, heh).

The max the harnesses will currently hold is nine. I have a hard time seeing them getting any deeper than that... the vision of 20 daggers wrapped around a person, though kinda funny, doesn't seem quite right.

Yep, they've always had the option to hold nine, and when sold in a shop, they hold only seven by default. Nobody ever asked about it before now. Any general [[merchant]] comfortable enough to do it can handle the change, and it's not something that's expressly forbidden... it's just not specifically noted as an option in the GM-side text on the items. And it doesn't matter if it's converted to shoulderworn or still an old pinworn, they'll change all the same.
