I removed the duplicate text, but there is a conflict between the two versions. Since I am not sure whether "will empower" or "has a chance to empower" is correct, I left it at "has a chance to empower" until I have received confirmation on which is accurate.

I also am not aware of which verbs go with which tier, so I pulled out the Tier 0 verbs and dumped the rest into Tier 1 until I know where they belong.</div>
