The PAY verb is a mechanical verbs used to pay a debt with the town clerk. It also has functionality in the Library system
Usage
Pay (not at clerk):
You can pay your debts at the City Clerk's Office, located in <location>
Pay (without enough coins):
The elven clerk stares at you reprovingly and states emphatically, "But, you don't have that much on you."
Pay (when you don't owe a debt):
The elven clerk states imperiously, "You do not owe anything. Why are you here? Is this some dismal attempt at humor?"
