* Cordarius Hodges, the Regional Envoy of Wehnimer's Landing, tells citizens the state of ongoing negotiations with the Darkstone Bay Consortium for bringing back elections and the peaceful transfer of power.
* Cordarius describes the new structure of government. Stewards will be appointed by the Mayor, the Town Council become separate from the Stewards and elected, there will be a new Steward of the Guard. 
* Cordarius explains the mechanisms and conditions for removing members of the government from their positions. This omits how to remove the judge, which is elected in a popular vote to a lifetime term.

[Moot Hall, Assembly Room]<br>
In this large assembly room meetings are convened to deal with the affairs of the town, and the locals hold their religious and social events.  There is ample room for benches, long tables and other furnishings befitting special occasions.  Sconces for torches, chandeliers holding many candles, and broad windows impart a warm, friendly glow of good fellowship to this space.  You also see the gold-dusted Adelynn disk crowned with sylvarraend rubies, a blue ora buffet cart with some stuff on it, a green-eyed grey and white kitten, a brilliant purple kitten wearing a purple collar clasped with a pair of crossed silver swords, the Kasula disk, the gauze-bound Tolene disk streaked with crimson bloodstains, the Soneiken disk, the eel-encircled Dhairn disk, the palm frond-shaped Leafiara disk, the Chamorr disk, some wooden benches, a double door and a louvered door.<br>
