The Icemulian Collective for the Improvement of Civilian Life, Etc., commonly known as ICICLE, is a group originally formed by Deputy Mayor Hibbits of Icemule, of citizens and non-citizens who are concerned with the welfare of Icemule.  The group was formed on Eorgaen 4, 5117 (December 4, 2017).  Citizen and non-citizen members were selected by a random drawing of those interested, who had previously signed up.

ICICLE was granted official [[MHO]] status on Charlatos 9, 5118 (March 9, 2018).

===Statement of Purpose===
ICICLE’s purpose is to ensure Icemule Trace is a safe place for our townspeople and visitors, to help enrich the lives of those who visit and live there, and to help maintain the integrity of our rich and diverse history.

===Statement of Governing===
* ICICLE shall be a democratic Meeting Hall Organization based out of Icemule Trace, with all members voting on key issues; the Chair breaking all ties and controlling the agenda for issues to be brought before a vote.
* ICICLE shall have no more than 10 members, until such time as a need arises that additional positions need to be filled.  
* All members shall be an officer and have all privileges of a Meeting Hall Organization officer.
* All officer roles will be chosen by each individual member, with approval from the Chair.
* Officer terms shall be for life. Should a position be vacated for longer than three months without notice, nominations by members will be accepted and the position shall be filled a vote by all members. Should a position be vacated under circumstances other than absence, nominations from members will be heard and the position shall be filled by a vote of all members within 2 weeks of the position being vacated.  
* If an ICICLE officer has not participated in a Meeting Hall Organization activity and/or has been absent from the lands for a period of three months, it is the Chair’s obligation to contact that person and give them two weeks to respond. If the officer in question does not respond within the two week period and has no basis for their disappearance, then they shall be expelled from office. If the officer in question does respond within the two week period, an explanation for their inactivity will be mandatory and their status as an officer may be placed into question, situation depending.
* If an ICICLE officer is seen unfit, uncooperative, unwilling to take their responsibilities within ICICLE seriously, or purposely refuses to adhere to the tenets of the charter, the officer’s continued membership and/or any disciplinary action may be put to a vote with the other officers of ICICLE.  However, it is within the Chair’s authority to remove any officer who does not adhere to the responsibilities of an ICICLE officer position.
* In the event the Chair position is vacated, the Vice Chair will step up to the vacant position (if they so desire) and a vote will be held to fill the Vice Chair position. In the event the Vice Chair position is vacated, nominations will be heard from members and a vote of all members will be held to fill this position.

===Requirements for Joining===
Proposed members for ICICLE must meet the following requirements:

* They shall be a titled adventurer of the age of 20 years or greater.
* Because all members of ICICLE are officers, a proposed member cannot be an officer of another Meeting Hall Organization.
* A member does not have to be a citizen of Icemule Trace.

===Membership Fees===
There shall be no initiation or monthly fees associated with membership.

===Membership Privileges===
* All members shall have access to all areas of the PRO Halls.  
* Members will be involved in all decisions concerning ICICLE.
* Members will lead at least one project of their own, with a team of members to support them.

===Contributions===
* Member contributions to ICICLE will be considered donations to the endowment.
* Outside donations to ICICLE will be considered donations to general (slush) funds.
* Allocation of funds generated by fundraising events will be decided by a vote of all members of ICICLE.
* General funds will be deposited into the Icemule Trace account of the Chair, and can be drawn upon by the Chair or Vice Chair for expenses, entertainment (parties), prizes, etc.  Members can use general funds for prizes or events, upon approval from the Chair and Vice Chair.
* Members are not required to contribute to the endowment or general funds.
* Member contributions do not entitle a member to special privileges.
* All contributions must be reported to the Vice Chair so that an accurate account of all funds can be recorded, and possible discrepancies in the accounts may be found and clarified.
* Members may contribute items and equipment for general use/prizes.

===Meetings===
* Member meetings will be held at least twice per month.
* Special meetings and public meetings will be held at the discretion of the Chair, or as needed.
* Team project meetings will be held as needed by team leads.
* The Chair shall preside over all member and public meetings.  In the Chair’s absence, the Vice Chair shall preside.  Special meetings may be presided over by a member, if a member’s expertise is needed for the meeting.
* Notices of meetings will be posted on the official ICICLE Discord channel in a timely fashion.

* Dirvy opened the meeting by stating what ICICLE stands for:  Icemulian Collective for the Improvement of Civilian Life, Etc.
* Dirvy stated that they were going to unveil some of the projects they have planned for Icemule, and have been working on over the past few weeks.
* Dirvy mentioned that Brokkrsten, the Town Planner, was not in attendance, and she would discuss his plans.
* Dirvy started off with her plans for Wurt’s Amulets.  She wants to turn it into a kitten café that also sells Wurt’s famous embeddable amulets.  She said all pets would be welcome, refreshments would be served, and there would be sitting areas.
* Dirvy also said she had sent missives to all the towns, introducing Icemule’s Ambassadors, and then proceeded to introduce them.
** Arnylon is Icemule's Ambassador to Wehnimer's Landing, Solhaven, and River's Rest.
** Joness is Icemule's Ambassador to Zul Logoth and Teras.
** Arshwikk is Icemule's Ambassdor to Ta'Illistim, Cysaegir, and Ta'Vaalor."
* Dirvy said the Ambassadors would be visiting their towns, in the hopes of creating a stronger relationship between those towns and Icemule.
* Dirvy also said that there were other things she was working on, but she could not discuss them at the time.
* Dirvy asked Arnylon, the Historian, to discuss his projects.
** Arnylon said besides visiting his towns to establish diplomatic relations, he was working on two other projects.
** He stated that he was working on a written commentary and updating the events that have been going on in town.  He said he’s chronicled the arrival of the wisp outside of Clovertooth Hall and the span of electrum in Town Center, as well as the events that have happened. ** He said the second project he was working on was a museum for Icemule.  He stated the most promising location for the new museum seems to be where the current Historical Society is located.  He said many donations and lots of help would be needed to make this project a reality, and that Brokkrsten and Jalodg have offered to help.  He said submissions of art, sculpture, or written works are strongly encouraged.  He also said that if anyone was interested in aiding in the design of the building, to let him know.
** Dirvy said that ICICLE would be holding contests for everyone to submit their artwork, statues, written recordings, etc. in the future.
* Dirvy asked Laralana, the Vice Chairwoman, to discuss her projects.
** Laralana said she was working on a redesign of Flashfeets’ shop, the local clothing store in Icemule.  She said it would involve a new and updated inventory, as well as remodeling the store itself.  Laralana asked if anyone had any design ideas, to contact her.
** She also said she was working on the budget for ICICLE’s projects, along with the help of Town Planner Brokkrsten and Public Liaison Joness.
** She stated that ICICLE was working very hard to ensure that any donations made are used to benefit the town.
** She said that ICICLE had some very exciting projects they were working on, but that they were all quite costly.  And asked anyone interested in donating to fund these projects, contact her or any member of ICICLE. (''Make sure you give up the monies, these projects are expensive.'')
* Dirvy asked Jalodg, the Surveyor, to discuss his projects.
** Jalodg said he was working on a Greenhouse along the Icemule-Landing Trail, to be located inside of the Cave of Ice.  He said he would like this project to be a joint effort between Icemule and the Landing, to bring the communities together.  
** He stated that the reason for the Greenhouse project was because it was difficult to rescue the fallen in that area, and that the Greenhouse would serve as a safe place that could be fogged to, so that people can be healed and resurrected, and others could rest there.   
** He also said that healing herbs could be grown or stored in the greenhouse, to help those who hunt in the area or travel along the trail, will have easy access to the herbs they need. (''He also wants a place for companions and furry friends to rest.'')
* Dirvy asked Enestrie, the Intercessor, to discuss her projects.
** Enestrie stated that she is currently learning how to be a Seer.  She said this would help Icemule citizens and visitors grow spiritually, and engaged in their purpose in Icemule.  She also said she was looking to promote positive spiritual growth for all people in Icemule. (''She is doing a great job so far, ask her for a reading.'')
** She said she was also assisting Jalodg with the Greenhouse project.
** She stated she was helping Larlana with the FlashFeets Fine Fashions project, as well.
* Dirvy asked Joness, the Town Liaison, to discuss his projects.
** Joness stated that his job was to inform everyone what was going on around Icemule and to arrive fashionably late to meetings (''he was late to the public meeting'').
** He said he was in charge of fundraising, and that ICICLE has a lot of great events coming up so that people could help donate funds to the projects.
** He suggested having a dunk tank where people could dunk Laralana in its frozen water, and invited everyone who has hosted a fundraiser to contact him or donate to ICICLE’s building fund.  Laralana countered and suggested that they put Dirvy into the dunk tank instead (''Dirvy declined comment at this time'').
** He stated that most of the budget was earmarked for tarts (''it is not'').
** He also said he was helping Jalodg on the Greenhouse project, and would make sure there was more than just bird food there.
* Dirvy asked Arshwikk, the Strategist, to discuss his projects.
** Joness piped in that Arshwikk’s projects were expensive.
** Arshwikk stated that his first job required no funding, and that was to establish a working relationship between Icemule and the Elven Nations.  He said being an elf, he felt that was a good start.
** He said that his second responsibility does require some help from the community, and that was to ensure Icemule has proper defenses.  He said Icemule does a fine job defending in force, and that they have some defenses already, but he would like to improve on those.
** He said that he didn’t see a point in making ballista projectiles from trees, when chunks of ice could be hurled instead.
** He said he welcomed ideas from citizens and visitors, regarding the defense of Icemule, and invited them to contact him.
** Arnylon suggested big pits filled with giant snakes, and said that this was “likely not possible, but it’d be neat”.  Oubar added that the snakes should be on fire.  Jalodg also said they should be frozen sharp snakes.  (''As Dirvy was recording these proceedings, she was thinking everyone should be fired.'')
** Arshwikk ended with it was a pleasure to serve Icemule in his role.
* Dirvy discussed Brokkrsten’s projects.
** She said Brokkrsten is overseeing the plans for an Icemule Citizens Lounge that will be a standalone building, somewhere near the heart of town.  She said it will have the lounge itself, a hot springs, a waterfall, and a fishing area.  She said Jalodg was working closely with Brokkrsten.
** Dirvy said that all citizens and visitors of Icemule were welcome to submit ideas to ICICLE regarding any of the projects they were currently working on, or projects they would like to see in Icemule.
** She said Brokkrsten was also working on expanding the Mayor’s Suite, that would include an auditorium that seats 100, and a private meeting space that would seat 15.
** Dirvy mentioned that, in the future, ICICLE was planning to build an embassy, similar to the one in Ta’Illistim, but instead of dividing it into races, they would divide it into towns.  She said that Icemule does not see race and has always welcomed all races, so ICICLE members agreed that cities would be more suitable for Icemule’s way of thinking.

* Dirvy opened the meeting for questions from the audience.
** Xanlin asked when Town Center might be safe again.  Dirvy answered by saying that Town Center was still unsafe, and that she was looking to have the body of the Warden removed so that it could be examined properly, since it was unsafe to do so at its current location.  Enestrie said that ICICLE did not know when Town Center would be safe again.
** Dirvy further stated that people should avoid Town Center, and rest at Voln, White Haven, the Inn, the Pub, or the Bakery.
* Dirvy said that the body in Town Center was the Warden, but at the time, ICICLE did not know how he lost his life, who was responsible, or how he came to be near the Chamber of the Dead in the forests of Pinefar.
** Oubar asked if ICICLE had gotten any information from the Warden, prior to his death.  Dirvy answered and said that if the Warden shared any information about the penitentiary, if was with Hibbits and that Hibbits was still missing.  
* Dirvy said that some people have asked about the bluebird they saw flying through Town Center, but stated that she was unable to say anything more about it, other than it was a message sent and a message received.
** Woulfgar asked how long the figure in the vortex had been trying to escape its shackles.  Dirvy answered and said that for several weeks, the prisoner had been trying to escape, and that she claimed to be Dauhkera Darkflorr.
** Karthas said he had heard rumors of a thaw, and asked if these were true.  Dirvy answered and said she had not heard anything about a thaw, and that she doubted with all the heavy snowfall in Icemule, that that was something they should not be worried about.
** Woulfgar asked if anyone had discovered the place that the riddle mentioned, on the current page of the tome.  Dirvy answered and said the riddle has not been solved, but the tome mentioned pieces to a puzzle that will help close the vortex.  Woulfgar then suggested that it was most obviously a mountain peak to start with, and he was sure it was in Pinefar.  Dirvy said that Pinefar was a huge place, full of caverns, chasms, and crevices and that it would take people time.  Woulfgar asked if the tomb, slumber, could mean under Koar’s altar in Aenatuemgana.  Arnylon said input on a solution is always appreciated, and that many have their opinions on the clues.  Dirvy said the night the tome turned to the current page, people had found the Warden’s body and one of the clues.  Woulfgar said that he hoped it was discovered before another body shows up, and Dirvy agreed.  Arnylon said if Woulfgar had questions about recent events due to his absence, there has been an update on everything that has happened up to date, including the location of where the cave was where the warden’s body was discovered.  He also said many other things were included, and that once Woulfgar familiarized himself with the recent occurrences, he would be happy to help update him further.

ICICLE thanks you all for coming out on this cold night. We will try to keep this brief. 

We will start with a short discussion about the best strategies to combat demons. As some of you know, Icemule Trace has been plagued with a couple demons lately, and most of us were poorly prepared for them.

After speaking to several seasoned defenders of Elanthia, we have come up with a solid battle strategy to employ against demons, should they visit our town in the future. Unfortunately, due to the nature of demons, seasoned professionals are needed to make demons easier to battle for the younger adventurers.

The first thing to do is to assess the situation. Three demons will be too many to battle at once, as are two vathor demons. Running away is recommended. It is not cowardice to leave, in order to regroup and try again. Necrelines, while not typically considered demons, are creatures that were once adventurers, turned into an altered form by vathors and oculoths. One must kill these creatures, in order to release the adventurer trapped within. Similar to lurks.

After the situation has been assessed, the strategy begins with Sorcerers. The first step is to have Sorcerers read from the 704th page in their spellbook and cast Phase on the demons. This spell pulls them through the veil into this plane of existence, so they are easier to target with spells and physical attacks.

The next step is for Elementalists, Spiritualists, and Mentalists. For Elementalists, they can read the 417th page of their spellbooks and cast Elemental Dispel on the demons. Spiritualists can read the 119th or the 230th page of their spellbooks and cast Spirit Dispel or Spiritual Abolition, respectively. Mentalists can read the 1218th page of their spellbooks and cast Mental Dispel. These spells will help strip down the demon's defenses, making it easier to target with offensive spells and physical attacks. It is recommended to alternate between elemental and spiritual dispels, in order to damage the demon, as well as lower its defenses.

For those of a magickal nature, if you can ward it or overwhelm the demon's defenses with it, then use it. That being said, never use spells that are cast over an area and that may injure others not in your battle group. These types of spells include open implode and cone of lightning. Demons can and will reflect these spells back at you and your group. In our recent battle with a demon, we found that Sorcerers who can read the 711th spell in their spellbooks, can cast Pain on the demons to do significant damage, once its defenses have been lowered.

For those of you who rely on your strength to combat an enemy, at first, most of you are going to find the task of battling a demon impossible. Only those defenders who have weapons enchanted at least eight times, will land a successful attack, provided their strength is higher than the demon's defenses. However, once the elementalists, spiritualists, and mentalists have stripped the demons defenses some, you will find it easier to attack a demon with four times enchanted weapons or higher. *Weapons do need to be made of magickal metals and blessed in order to be effective against demons, in addition to the enchantment requirements.

I wanted to use the next few minutes to update everyone on what ICICLE is doing. I think this is especially important, given the recent speeches by the Mayoral candidates. It seems nobody really knows what we are working on, though we have been pretty transparent about it.

Currently, ICICLE is working on wall defenses around Icemule. Our ballistae have not been in working order for some time, and we have been working on designs to replace these with a new system. We are also working on implementing an alarm system, so citizens and visitors will know when we are being invaded and should seek shelter or seek out group leaders and triage.

ICICLE has recently hosted a rescuer and triage discussion, in order to help organize our triage a little better. It was pointed out by visitors to Icemule that our triage is not as organized as we may think we are. We discussed with other rescuers, empaths, and clerics the best way to get a little more organized, so that we are able to serve the fallen and injured more efficiently and effectively.

We also hosted a discussion about battle strategies, and the need for clear group leaders on the frontlines. In the past, we have had groups form on empaths and clerics, when they are sometimes needed at triage in the middle of battle, leaving the group either to tag along or abandoning them to find a different leader. We need to avoid forming on clerics and empaths for this reason. But the purpose of this discussion was to identify key citizens in Icemule who can be relied upon to lead groups on the frontlines, so that there is never a question who the leaders are.

We have recently submitted plans to the designers for the interior renovation of Flashfeet's Fine Fashions. The shop's inventory had been updated with new fashions in Eorgaen of last year, so the shop needed a bit of a makeover, as well.

Most of you have seen the citizens tent that was built three blocks south of Town Center. In the future, we have plans to build a more permanent building for citizens, complete with a waterfall, underground hot springs, and fishing area.

We also have plans for a proper museum that will replace the Historical Society, sometime in the future. This will take a great deal of planning and cooperation from everyone in Elanthia, and we look forward to beginning work on this when time allows.

In the future, we also have plans for an embassy, that will cater to all towns of Elanthia. When we first discussed this, it was decided we would not build the embassy for specific races, like the one in Ta'Illistim. Because Icemule Trace has always been an inclusive town, we felt building it for towns instead of races would be more appropriate and in sync with the pulse of Icemule.

Currently, ICICLE members are finalizing designs for Wurt's Amulets which would include a complete inventory overhaul and shop redesign, an expanded Mayoral suite, which will include an auditorium, public meeting space, and reception, and the greenhouse project that will be built on the Icemule Trace-Wehnimer's Landing trail.

Also in the future, ICICLE will be hosting several events with the Northern Fury, to help increase their presence in Icemule Trace, and help with bolster their membership.
