Established Fashanos 13th, 5113 (February 13th 2013), the Landing Defense Irregulars (LDI) is a Meeting Hall Organization based in Wehnimer's Landing. It is an independent militia organization that works to secure the safety of the town proper and its inhabitants.

Location

The Barracks of the LDI are located on the west ring road, just west of the Grocer's Shop.

Events

The LDI hosts a yearly Officer's Ball to raise money for the support of the Wellington Home. They also host service nights and Town Halls to discuss current events when the opportunity and interest arises.

Charter

Name

The name of this organization shall be The Landing Defense Irregulars, hereinafter referred to as the LDI.

Statement of Purpose

The purpose of this organization shall be to:

Promote the safety and security of the town of Wehnimer's Landing.

Educate the citizens and residents about town defense.

Facilitate discussion, debate, and dialogue over these issues in a warm, friendly, and open atmosphere where individuals feel free to speak their personal views.

Affiliations

The Landing Defense Irregulars shall have no affiliation with any group, governmental, private, or otherwise, with the sole exception of the Wellington Home.

Criteria for Membership

Anyone wishing to become a member of LDI must demonstrate a desire to uphold and support statement of purpose, and agree to be bound by it in honor and by oath.

Any full citizen of Wehnimer's Landing, regardless of race, profession, or theological beliefs, may apply to become a full member of the LDI.

Any non-citizen, regardless of race, profession, or theological beliefs, may apply to become an affiliated member of the LDI.

Joining

In order to be considered for membership, all applicants should have a sponsor within the ranks of the LDI, and should make their application in person to the officers, who will conduct an interview to determine eligibility.

Rights and Privileges

Only members of LDI who hold full citizenship in Wehnimer's Landing may become officers.

All members may participate in official Round Table discussions and decisions.

Oath of Membership:

I, <<name>>, do solemnly swear to uphold and support the defense of Wehnimer's Landing, its citizens and holdings against any enemy, foreign or domestic, to the best of my ability. I further swear my allegiance to the Landing Defense Irregulars, its captains and steward, as brothers in arms, and allies in the battle against all malefactors. I promise to hold each member and officer in the highest esteem, and to be honest and truthful in all my dealings with each. I further promise to stand by and uphold all decisions brought from The Round Table and to abide by the purpose that defines the Landing Defense Irregulars. Under the penalty of expulsion from the ranks do I make this solemn vow.

Events, meetings, and promotion of views.

The LDI officership shall meet no less than twice per month.

Officers present at each meeting shall choose one of their number to act as Meeting Chair, who will maintain order and address any agenda items.

General Discussion Meeting: The first of these meetings will be open to all member-citizens, affiliated members, and guests. Prospective members are encouraged to attend.

Round Table Meeting: The second of these meetings will be limited to the Round Table of full member-citizens.

Meetings will be held in Round Table format, wherein all attending members will be given the floor to speak their views. Others will observe a respectful tone and all views will be duly considered. All members will have an equal voice, and be shown due respect at all Round Table discussions, regardless of their station and opinion.

Decisions of the Round Table will be subject to 51% majority agreement of those members in attendance and those members voting prior to the meeting in absentia. Matters that cannot be decided with complete will be tabled for the next meeting or special meeting.

Affiliated members shall choose one representative to bring their concerns to the Round Table.

The LDI shall host debates, speakers, presentations, field exercises, and discussion meetings according to the statement of purpose.

Officers

The Officers of the LDI shall be Karibeth Wyldivee, Riend Ar'Fiernel, Greganth Olberath, and Seomanthe Bartley-Olberath. These are lifetime appointments, or until such time as any officer steps down.

The Officers of the LDI will decide among themselves which of them shall hold the following offices, are responsible for the listed duties, and will make their offices known to the membership.

Marshall - Tie-breaker in all votes, prioritization of affairs, meeting chair.

Recruiter - Coordinate spontaneous events, conduct new member interviews and inductions,

Quartermaster - Collection of funds due to the LDI, requesting requisite disbursements, manage prize closets and items.

Tactician - Event coordinator, training coordinator, field and sortie leader.

Additions to the Officership will be duly considered at Round Table.

General Terms of Office

The organization shall have officers whose duty it will be to promote the statement of purpose and facilitate those goals.

Criteria for holding office Officers shall be full citizens of Wehnimer's Landing.

Officers Oath

Officers shall take the following oath:

I, <<name>>, do solemnly swear to uphold and support the defense of Wehnimer's Landing, its citizens and its holdings against any enemy, foreign or domestic, to the best of my ability. I further swear my allegiance to the Landing Defense Irregulars, its captains and stewards, as brothers in arms, and allies in the battle against all malefactors. I swear to ever present myself as a member of the Landing Defense Irregulars in all aspects, taking care to never sully or stain its reputation by my actions. In matters before the Round Table, I promise to be mindful of others, patient in response, and diligent in respect. Under the penalty of expulsion do I make this solemn vow.

Expulsion

Accusation

Any member brought before the public courts for high crimes against the citizenry and township of Wehnimer's Landing may be challenged by the membership of the Landing Defense Irregulars to prove their innocence.

This charge may come from any member and require proof that such charges were brought before the public courts and a guilty judgement was delivered.

Defense

The accused shall have opportunity to defend themselves either on their own behalf, or through a third party defender. Witnesses may be called by the defender to improve or illustrate their position. If a member chooses to designate a third party representative, this person is not obligated to be a member of the LDI.

Witnesses are not obligated to be members of the LDI. The accused will have the opportunity to address any parties that are presented to speak against them regarding the incident in question and the accused's part in said action.

Prosecution

The Officers of the LDI may appoint a member to assume the position of prosecutor for this hearing. The prosecuting member may present witnesses to comment on the infraction that is before the membership. The prosecuting member will have the opportunity to cross examine any witnesses brought forth by the accused.

Any witnesses brought by the prosecution are not obligated to be LDI members, however, their testimony is restricted to the alleged crime, or the overall character of the accused.

Hearing

The hearing may be held in a public forum at the defendants request. The hearing will be presided over by the Marshall, or their appointee.

Decision

Once all arguments have been heard, the decision on whether expel the accused will be made by the membership present. Every member present is encouraged to vote, but none are not obligated to vote.

The voting will be done in secret, and the ballots will be destroyed after collection.

The votes will be collected by appointed gatherers. The defendant may choose one member from those gathered, the prosecution may choose one member, and the Marshall will appoint a third.

The vote will be decided by a simple majority of votes received, only from LDI members present.

In the event of a tie vote, the Marshall will cast the deciding vote.

The results of the ballot are considered confidential and will not be discussed (i.e., there will be no commentary on whether the vote was by majority, whether the Marshall's vote was needed, or how many votes went in either direction).

Should either party decline the opportunity to choose their vote collector, the Marshall will appoint one in their stead.

All members are reminded that in serving the position as collector, the individual vote cast by any member present is done in secrecy and is considered confidential information (refer to rules regarding dissemination of confidential information).

Determination and Sentencing

Actions which make it necessary to call for a hearing warrant an equally demonstrative sentencing.

Most offenses, if found to be in violation of the charter, goals, and overall common-good ideology of the LDI will result in either the expulsion or suspension of the member from the LDI, along with the removal of any and all imagery or distinctions of rank or position within the organization, such as epaulettes, medals, etc.

The length and conditions for this expulsion may be dictated by the Marshall and may include, but are not limited to; Lifetime expulsion, conditional expulsion, suspension, or probation. The severity of the offense and the demeanor and intent will be considered by the Marshall before the sentence is announced.

Appeals

The member who is determined to be guilty of the accusation by the membership may request for an appeal to be heard. The member in question will remain expelled or suspended with no rights within the organization until a determination may be made by the officers regarding their appeal. If it is determined that a new hearing should be held on new evidence to reverse the decision of the majority of membership during the regular hearing, then a new hearing will be scheduled as soon as possible.
