A Public Notice, written in pale ink on a glossy black parchment, is posted within the Lobby of the Moot Hall; the Notice is dated for the 15th of Olaesta, and reads as follows:

Esteemed Citizens and Allies of the Landing,

  • As you know, we are presently detaining Carenos for the charge of murder. It is my understanding that he is being treated fairly and humanely, as per my request, and he is being held in magic-protected containment as a precaution... both for his own safety and the safety of our citizens, due to additional concerning factors. In Thrayzar’s absence, the Town Council has decided to defer to my decision regarding the accused, and you have my assurances that due diligence will be done in investigating the circumstances surrounding (and leading up to) his capture. Grand Magister Dennet Kestrel has intimated that he will be seeking a swift extradition order, but I intend to remind him of us verbal offer to allow our own justice system to resolve the matter. Furthermore, I am seeking confirmation from Immuron for the sake of full propriety, which could take additional time.
  • Thus far, Carenos has not freely offered any information to the authorities; however, the Town Council and the Militia have agreed to allow public access to his holding area this evening for discussion, provided all the necessary safeguards and precautions are followed, in the hope that the detained might be more amenable to offering information of his own accord. Elementz and Ariond have requested that the Bardess Luxelle join us, given her soothing demeanor, and I agree that such would be prudent. If time does permit us to speak with him, I would request that any who choose to be present conduct themselves in an appropriate manner. Please refrain from loud and obnoxious behavior or outright hostility, that we might gain the detainee's trust and encourage him to voluntarily provide the information we seek.
  • Last evening, Goblyn was also detained for the public assault of our guest, Alisaire, due to an unfortunate misunderstanding of what was occurring. While I deeply regret this misunderstanding, it has since been sorted out -- I am grateful for her full and willing cooperation with the authorities, and would like to assure everyone that she has paid her debt in full.
  • In other news, it has come to my attention that Kayse is hiring a skilled alchemist or alchemists to assist with a research project, with the provision that a non-disclosure agreement is required. If such is of interest to you, I would suggest introducing yourself and offering her your credentials.

Esteemed Citizens and Allies of the Landing,

  • At the end of this week, I will be travelling afar and expect to be gone for the entirety of the following week. I will be seeking an audience with Earl Jovery in Hendor, hoping to continue the diplomatic relations established by former Mayor Puptilian, as well as taking the opportunity to research several other matters. All told, I expect be gone from the Day of the Huntress the 12th until Restday the 21st (Friday the 12th until Sunday the 21st). If anything urgent should occur in my absence, I trust in the judgment of my appointed Advisors -- as well as those who traditionally offer their leadership, such as Cryheart and Puptilian -- to ensure that all remains well.
  • I will be available several nights this week, primarily late in the evening, should anyone need anything or have anything they wish to discuss before I depart. It is my hope that my Advisors (and Newsby) will continue to help to keep me up-to-date in my absence, and I shall no doubt look forward to returning home after my long journey.
  • A few other matters of note, before I depart:
  • Subarashi (or “Rashi”, as I am given to understand) has recently reported being victim to an unexplained “incident” within the Outpost, which culminated in increased cranial pressure resulting in her rather spectacularly violent death. Strange whispering has also been heard in the same vicinity, though at the present time, no source for either has been determined. In light of both this and the recent mysterious incidents with Hapenlok -- which are currently still being investigated -- I would urge a high level of caution in your day-to-day dealings. She has expressed a desire for the report be shared, so I have also included a copy below.

  • I would also like to personally (and sincerely) thank Newsby and her associates for their continued efforts to keep the populace well-informed and up-to-date on current events and other news.   • Additionally, I would like to thank Dreaven and his cohorts for the generous mass-offering of wards and other services to the many citizens and allies of our fine town; while the Council has not seen fit to approve and make official such, I do personally consider him to be the unofficial “Warden of Wehnimer’s Landing”. The tides of many an invasion have no doubt been turned by his protective wards… in a number almost equal to the amount of unprintables muttered when said wards are sometimes immediately lost.
  • I would also like to congratulate Roelaren for completing her training for the final time last week. If you happen to cross paths with her, do feel free to also offer her congrats and wish her well.
  • As many of you know, the black mein golems belonging to Grand Magister Dennet Kestrel were recently seen submerging themselves into the waters of the Bay, on what is presumed to have been an exploratory mission; they returned with an obsidian triangle, which I believe to be an artifact recovered from the Ithzir pyramid that crashed into the Bay during the incursion that resulted in the temporary planar-phasing of the Outpost to their homeworld. This is an intriguing discovery, and I am inquiring into the feasibility of conducting a similar reconnaissance mission for Wehnimer's Landing.
  • Last but not least, I would like to hold a Meeting with all available Advisors this Niiman the 11th (Thursday) at around 11pm [EST], in order to discuss any pertinent matters before my departure the following day.

Esteemed Citizens and Allies of the Landing,

  • As most of you know, I recently returned from a week-long journey to Hendor to conduct various matters of business; I will go into more detail on that in the future perhaps, as necessary, but I would estimate that it was overall a successful trip.
  • The Trial of Carenos took place last Day of the Huntress, well into the evening, with several people presenting testimony and opinions regarding the actions and character of the Accused himself. When confronted with the missive from Immuron regarding the uncertainty of his identity, Carenos admitted -- perhaps truthfully, perhaps not -- that he had merely let the authorities believe him to be deceased. Lacking any apparent motive or reason other than convenience to feign such, I would presume that the man who was on trial was, indeed, Carenos himself.
  • As the Trial was concluded, however, tragedy struck when an unknown assassin fired upon Carenos with a poisoned bolt; the black bolt was, most unfortunately, laced with none other than the same poison which he recently inflicted upon Cyph Kestrel, the Grand Magister’s son. The poison has been identified as the “Long Suffering”, an incurable ailment which inflicts constant agony upon its victim.
  • At present, the authorities are searching for and seeking any information regarding this unknown assailant, who was seen wearing a dark brown cloak and wielding a bronze-handled crossbow. Any information regarding this individual can be delivered to the local Militia, or to Captains Stormyrain or Shinann. At present, Carenos is being held for intensive care by the Militia and various healers -- he is reported to be in constant torment, vacillating between fits of agony and laughter. The last intelligible words he uttered aloud the evening of the incident were: “Is...is not his...is not his....”
  • While Judge Renpaw has wisely delayed a verdict in these extenuating circumstances, it is my recommendation to the Court that the accused’s sentencing be forgone entirely; what has been dealt to him now is far more severe and lasting than any judicial punishment, and after reviewing the Militia’s reports and information on the Long Suffering itself, I do not consider him to be a threat to anyone -- save perhaps himself -- any longer. Dirra and Lornieh have both submitted requests to examine Carenos further, whenever such can be arranged. As for Carenos’ long-term prospects… I am considering the option of transporting him to another locale if the proper clearance to do so is granted, perhaps a temple of his Pain God, where he can live out his days in proper (albeit perhaps unintended) supplication to Mularos.
  • It has also come to my attention that Cutlass, the owner of the fishing shop, has reported two of his workers missing for what has now been over ten days. Walward of Begettin' Besiegers has additionally reported one of his workers missing and has closed his shop for now, and a server employed at the Stone Baths has also not shown up for work in several days. That is a total of four unresolved missing persons cases thus far; the local Militia is hard at work investigating these cases, and I would once again urge anyone with information to report to them.
  • A knight of Hendor named Sir Gregory payed my office a visit last evening; he reported that due to recent rumors regarding the circumstances of Sir Michol’s disappearance, all joint operations between the Outpost and our Militia will cease until the investigation is completed. Their chief suspect at this time is Hapenlok, a member of our Militia, who has been temporarily relieved of active duty. We are continuing to investigate this matter internally as well, but I will remind everyone that nothing has been conclusively proven at this time.   • On a lighter note, the Orphan Games of the upcoming Frontier Days are being retitled the Goblyn Games -- new name, but still the same fun and gore!
  • Grand Magister Dennet has informed us that Rodnay -- a survivor of previous Ithzir experimentation, and a half-human/half-Ithzir hybrid of sorts -- did, indeed, somehow live through the devastation of Talador after assisting us with the siege upon Prelate Chaston. He was recovered by the Grand Magister, and is apparently being held at present for safe-keeping; furthermore, the Grand Magister has requested that Subarashi (also known as “Rashi”) assist with caring for him, and that Leafiara, Sareyna, and Shinann assist with caring for Reannah and Larsya. An Exchange Agreement

Grand Magister Dennet Kestrel of the Hall of Mages,

Herein are the terms which I would like to submit, for our mutual agreement:

  • 1. The party of the First Part shall consist of the Mayor, designated mediator Kayse, Captain Shinnan as a representative of the Militia, and any other pertinent sub-parties. The party of the Second Part shall consist of Grand Magister Dennet Kestrel as representing the Interests of the Hall of Mages, accompanied by Magister Raelee, and any other pertinent sub-parties. The composition of both such parties must be deemed to be mutually acceptable before the exchange commences.
  • 2. The location of the exchange shall be disclosed by the party of the First Part, and agreed upon by both parties; due to security concerns, this location shall remain private to the party of the Second Part and any subsidiary persons within the party of the First Part until such time as the exchange is ready to occur. In the event that such a location is deemed unsuitable by reasonable and demonstrable measure to the party of the Second Part, alternate locations will be suggested until a mutual decision is made. This area shall be permitted (but not required) to be within the confines of Wehnimer's Landing; however, during the inspection process it shall be temporarily designed as a neutral zone -- regarding the First and Second Parties, and only the First and Second Parties -- for the duration of the exchange.
  • 3. This neutrality agreement will extend to any person or persons necessary to facilitate the delivery and transport of goods, and any such individuals will be permitted to depart unmolested as necessary.
  • 4. As a caveat to the above, the First Party concedes that Quinshon be permitted to assist with the transport to the designated location on the part of the Second Party, if and only if the Second Party deems such necessary, but must vacate the premises before the inspection occurs due to behavioral concerns on the part of Rodnay.
  • 5. In the interest of public transparency, observers will be permitted to attend with -- and only with -- the explicit agreement of both parties beforehand; all such Third Parties are exempt from the aforementioned neutrality waiver, and will be expected to maintain a moratorium on hostilities, comport themselves appropriately, and to remain at a safe distance until the exchange has been satisfactorily completed. Failure to comply with any of the above may result in criminal charges or immediate punitive measures, as deemed necessary by local law.
  • 6. As a concession to the request of the party of the First Part, the inspections will take place concurrently. Once both parties have arrived at the disclosed location, transport of goods will be arranged in a timely manner by both primary parties. Upon arrival, both parties will be free to inspect or attempt to communicate with their respective goods; however, the party of the First Part will be granted a reasonable window of time before the inspection proper, to attempt to communicate and mediate with Rodnay before the bane coffin is unsealed. Magister Raelee will perform the inspection of the plinite, under the Grand Magister’s supervision and the supervision of Mediator Kayse, while the bane coffin will be opened so that the mediators of the First Party can conduct a physical examination of Rodnay, under the supervision of the Mayor and Magister Raelee.
  • 7. Once both parties are satisfied, the following shall occur: the Mayor (or designated proxy) shall be given the agreed-upon certified and sealed documentation, which verifies that the plinite has been safely delivered into the possession of Grand Magister Dennet Kestrel as an official representative of the Hall of Mages, thus fully concluding and exculpating Wehnimer’s Landing from this matter heretofore. The party of the First Part also requests a "clean slate" agreement on behalf of Rodnay, entailing the expunction of any records of past criminal behavior and allegations of illegal detainment pertaining to said individual, such as are within the legal power of both parties to grant. The party of the First Part will offer certified and sealed documentation affirming that the plinite shall irrefutably be under rightful ownership of the Hall of Mages via its Representative, now and in future.
  • 8. Once the above has been positively concluded, custody shall be fully forfeited to the respective parties; Rodnay will be reinstated as a citizen of Wehnimer’s Landing, bearing all of the responsibilities, rights, and freedoms that such entails.
  • 9. Any further necessary caveats shall be amended herein, in accordance by the parties of the First and Second Parts, before the exchange is made official.

Further below the Agreement:

I hope that you will find these terms agreeable -- if such is the case, simply sign and return the documentation at your convenient before tomorrow evening. As an additional but more informal offering, I would like to donate the extent of my services to the task of curing Lady Reannah, in confidence that this exchange will go smoothly and the means to do so will be imminently in your possession. Whatever expertise or resources we can offer toward the prospect of saving her life will be gladly and freely given by many of our citizens and allies, I'm sure... should such be of aid in your endeavor.
