Mystic Strike is a combat maneuver available to Monks only that is invoked before making a melee or unarmed combat attack. If the subsequent attack connects, the target takes a penalty to their Target Defense (TD) for ten seconds. The penalty is 2 per rank, plus 1 per 10 points in the endroll success margin of the attack. The latter portion is capped at 20.
Only attractive if you are setting a critter up for a partner's CS attack rather than your own. Don't train this for solo use.
