It is a passive defense item that has a chance to block an incoming blow. The chance increases with each tier that is unlocked. If the wearer has no weapons in his hands, no shield/runesetaff, or is using a bow/crossbow, then he gets the full benefit of the cape. Otherwise the chance is halved.
