Steely Resolve is a shield specialization maneuver which allows you to vastly increase your shield defenses for a brief period. For 30 seconds, you gain +15 block DS and 15% block chance per rank. After using this maneuver there is a 5 minute cooldown during which it cannot be reactivated.
