Just as a note because this has been reported a few times: The flares are set when you GET the weapon, not when you swing it. So it you GET the weapon on Four Winds, it will be set to steam flares. If you then transport back to your original town, you will still have the steam flare unless you store and re-equip the weapon. Same if you use the Chronomage or walk to a different realm.
