The Kelfour Landing Edition was the precursor of several in-game and out-of-game news serials. It ran for several years and contained Volumes I, II, III, and IV. Each volume consisted of 7-12 issues. This is the master list for Krakii on locating them. These ran from June 1990 to August 1993.

The fuchsia silk ribbon flutters gently in a stray breeze.

A faint glow appears around the ground, and works upward, gradually engulfing a green silk ribbon. When the glow dissipates, you see that there has been a change in the ribbon.

The fuchsia silk ribbon flutters slightly, and lazily curls around your ankle, then drifts away once more.

The ground shifts slightly, and a little more of the fuchsia silk ribbon emerges from the ground like a sleek, fuchsia silk snake gliding slowly toward the surface from some shadowy lair far beneath your feet.

It changes colors periodically.

When kissed it grows in length.<br />
You kiss a fuchsia silk ribbon, which suddenly stretches out to its full length, then twists and curls in mid-air.

As the length increases the full message on the Ribbon can be read as:

It's old, from 95 or 96.
It was a joke of Fawn's. It has no siginificance. Every hour or so (or day or so) another letter either appears or disappears from the ribbon. She just thought it would be fun to have everyone try to figure out what it said, and what it signified.
We know what it says. It just doesn't mean anything.

Fawn has said years ago that the ribbon did actually start as something, but she was side-tracked and the story never got out. She did later decide to leave the ribbon up as a 'joke' and to give everyone something to fiddle with. This is why I said Tsoran was close. While it's not connected with anything now, it did sort of have its own story.
