Was taught the ayveneh potion at rank 60 last week. Am now experimenting with enchanting with it. It appears that the difficulty is represented as a reduction in the "Modifiers" on the pour. A set of the "mana leathers" (the 4x +3 mana capacity and +2 mana regen, wiz/sorc only ones from Winterfest '08) had a reduction of 225.
