Subject: An Urgent Missive from Clovertooth Hall
Citizens of Icemule,
That I must post this missive to you so late at night is, I fear, a herald of its importance. We had scarcely sent for scholars to aid in the safe opening of the recently recovered document cache when its wooden construction surrendered to rot. Most of the documents within have been safely recovered and stored, though it appears some have been badly damaged by time and the elements.
Of particular note is a document detailing the early bylaws of the First Families of Icemule and their methods of leadership selection. I quote here the relevant passage in totality, translated from its original Mhoragian script.
"Being that this settlement might some day grow as a town, and has already attracted residents that be not of the first settling families, we do recognize that other means than blood lineage must be used in selection of a leader for the town. We therefore do hereby and henceforth resolve that the following shall be held in perpetuity as the means by which the settlement, recognized here as the town of Icemule Trace, must select its leader:
Four burrows there be, and each must nominate from its folk a candidate.
Each and all candidates must be of the Truefolk.
The candidate must be of sound mind and high standing among the folk of their respective burrow.
The candidate must be at least twenty and five years of age.
Once elected, the mayor shall be advised by five, no fewer and no less, selected by the common will of all burrows, with no other reservations or requirements."
The document is torn and tattered beyond that point, but it makes clear a fundamental flaw in our elective processes. Clovertooth Hall will advise in the coming days the best way to resolve this unforeseen discrepancy in recorded versus historical laws. Should we find more pieces of it in the cache, I will make the contents available promptly.
