A blinded character or creature has difficulty casting spells and receives a penalty to maneuver success chance.
This condition is caused by the Minor Spiritual spell Searing Light (135).
Despite the name, the Cleric spell Blind (311) does not actually cause this condition, but instead stuns the target.
