I wanted to ask a question about this phrase: "Kasendra was the highest ranking noble NPC prior to the appearance of Emperor Aurmont at the Valley of Gold."

Is this intended to mean she was the highest-ranking noble NPC ever? Or is it meaning highest ranking at VoG (is that the case)?

If it is the former, that's not entirely accurate... Earl Jovery, who has appeared many times over the years, is not outranked by the daughter of his southern counterpart - as an example. If it is the latter or another meaning, it should probably be rephrased for some additional clarity on the context.
