The
FANSPEAK verb allows Nalfein elves and half elves, as well as others who learn the language, to pick up on the meaning of subtle movements Nalfein women make with their fans as described in the treatise

Messages may be sent generally to a room, and those who understand Fanspeak will understand the motion. Those who do not have knowledge of Fanspeak will only see the fan movement and not the interpretation of the meaning. Messages may also be targeted to or about a target player. If a message is sent
SILENTly, others in the room will not pick up on the movement; only the target.
Those using
FANSPEAK will not know whether the target understands their message or not.
Help
Nalfein Fanspeak is a type of communication via movement and placement of a held fan often used for subterfuge passed down matrilineally by Nalfein elves. While the meaning is not universal, Nalfein elves may use the FANSPEAK verb to communicate to certain common phrases to other Nalfein or those who have picked up the meanings. These are phrases used commonly enough that they can be used by all Nalfein women, and even a male would know enough to read the meaning. Nalfein in foreign courts generally use these common phrases amongst themselves, as few females outside of the Nalfein are taught fanspeak.
Nalfein elves who wish to have ignorance of these common phrases can opt out via FANSPEAK TOGGLE.

Usage:
FANSPEAK {expression} - Send your message to those in the room that know Fanspeak.
FANSPEAK {expression} {target} - Send your message to or about a targeted character.
FANSPEAK {expression} SILENT {target} - Send your message to a targeted character without others in the room picking up on it.
FANSPEAK TOGGLE - Turn your knowledge of fanspeak on or off.
