The Division of Power Era.

In the early parts of 5099 the rumors around Wehnimer's Landing were spreading that the lights at Cholgar's Bathhouse were being replaced by a new Poohbah. Only bits and pieces escaped the murderous enforcement of those deemed Oathbreakers, among other inferiority. People were expelled from the Council of Light, outright killed, or in some cases, worse. It has taken us this many years to compile as accurate of records as possible. They are presented herein.

The Bathhouse' new Master had quite the agenda.

Council of Light Turmoil

Years later in 5102, Wehnimer’s Landing and surrounding regions experienced a period of escalating instability tied to political corruption, organized crime, and internal fractures within the Council of Light (CoL).

What began as extortion and municipal irregularities evolved into murder, mob violence, factional splits, public executions, and eventually a relocation of the main Western headquarters of the organization.

The Oathbreakers culling

Date: Koaratos, 5102

Location: Wehnimer's Landing

Citizen complaints of extortion and “protection” rackets led the Mayor to authorize a formal town guard force. The Landing was still rebuilding from prior Dark Alliance devastation, and stability was fragile.

Town audits soon revealed falsified deeds, forged silver notes, fabricated death certificates, and property claims linked to nonexistent individuals. The fraud suggested organized manipulation of civic systems.

Public confidence began eroding.

The Editor’s Death

Date: Lumnea, 5102

Rharosch Dashovath, editor of the Elanthian Journal, was found dead beneath a shattered second-story window. Official statements labeled it suicide; injuries suggested severe beating prior to the fall.

Rumors implicated rivalry with the Elanthian Times. An eyewitness reported a tall hooded figure fleeing the scene.

The death marked a turning point: journalism, finance, and municipal offices all appeared compromised.

Mayor Makes Statement

Dateline: Day 26 of Koaratos, 5102: Wehnimer's Landing

The Mayor's Office of Wehnimer's Landing, reacting to an increase in citizen complaints issued the following statement.

"It has come to our attention that many citizens have been being persecuted by certain special interest groups, looking to collect silvers for "protection" and then arranging to have said citizens burgled or other such crimes of their property or person. These actions will be no longer tolerated. I have authorized the Constable to hire a force of town guards. These guards are responsible for enforcing the law."

Anzell, the local armorer praised the changes. "Its about time. The amount they have been asking for protection is ludicrous. I will not pay!"

Kilron, a resident shop owner, agreed and donated a small sum of silver for the upkeep of the guards.

City Takes Action

Dateline: Day 26 of Koaratos, 5102: Wehnimer's Landing

As their first official act in response to a recent statement made by the Mayor, the town guards began patrols of the Wehnimer's Landing streets. Residents are encouraged to report suspicious activity.

There are also reports that the Mayor of Wehnimer's Landing has retained a local barrister to audit all town accounts. The Register and the Debt Collector have agreed to fully cooperate and have a full accounting no later than the 31st of Koaratos. The Constable's records were also requested, but he has been unavailable for comment.

Wehnimer's Landing is slowly being rebuilt after the disastrous attack of the Dark Alliance many months ago. Thanks in no small part to its citizens, who have diligently harvested wood from the surrounding forests and braved many an angry kobold for doing so. The Mayor would like to extend his thanks for such gestures of goodwill, and has decided to throw an impromptu celebration on behalf of these adventurers who went above-and-beyond in this effort. Merchants and others have been invited to the town, and the Mayor himself said that since most of the shops have been repaired, that the way is now paved to start cleaning up the town itself.

Town Clerk discovers Falsified Records

Dateline: Day 14 of Lumnea, 5102: Wehnimer's Landing

The town clerk of Wehnimer's Landing has discovered a series of falsified documents registered in his office. They appear to have official seals and signatures on them, but are now, upon further inspection, forgeries. The records, which include real estate deeds, silver notes, property claims, and certificates of death, seem to be registered to a number of non-existent people, some dead, some unknown. The clerk is working hard to identify a pattern that will lead to the culprit.

"This appears to be an ongoing effort by person or persons in the Landing to defraud the town of property and wealth," said the clerk. "We will not rest until the culprits are uncovered and brought to justice!" The clerk will be working long hours until the mystery is solved.

Some townsfolk, however, are less optimistic about the chances of catching the criminals. "You can bet yer last silver that iffin these notes was found, they was meant ta be found," said town locksmith Larton. "Whoever did this, ain't about ta be caught. If ya found five forgeries, dere's bound ta be fifty. Plus, whoever did this, might just slide a silver in da right way, and the whole mess be cleaned up. Know what I mean?" The locksmith would not elaborate on his final comment. The Mayor was unavailable for an interview regarding high level corruption in his office or in the Moot Hall.

Mayor Murdered — Bathhouse Burned!

The Mayor’s body was discovered inside Cholgar’s Bathhouse; his head was found piked at the North Gate.

Weeks of extortion and murder boiled over. A torch-bearing mob marched north and burned the bathhouse to the ground.

Calmer officials urged restraint, but confidence in leadership had collapsed.

An interim mayor, Songowl K. Avionis-Regentil, called for unity and elections. Guard patrols increased. Stability returned — on the surface.

YOUR TOWN NEEDS YOU!

Dateline: Day 1 of Phoenatos, 5102: Wehnimer's Landing

Since its founding, Wehnimer's Landing has seen its fair share of ordeal, from invaders from beyond the veil, to foreign assaults, to being burned to the ground, twice! Through every trying period the town has endured, though the situations themselves have been varied, the results have been consistent: Wehnimer's Landing perseveres.

The town finds itself in the grip of a series of mysterious murders including the editor of this journal, a respected bank teller, the renowned grocer and even the mayor himself. As a result, many townspeople question not only the safety of themselves and their loved ones, but of the stability of the local government.

Those in the municipal offices at Moot Hall wish to remind everyone that not only is there indeed still a town government, but it is working for you to ensure the town is safe for those who find comfort within its walls. The recently assigned guards and constabulary are working tirelessly to solve the mysteries surrounding these murders. The acting interim mayor is doing his very best to ensure that a new mayor is elected quickly and without complication. The town council remains steadfast in seeing that daily operation goes largely uninterrupted.

The largest part of any town, of course, is its citizens, and as such, it is your duty to also see the town through this recent trial. Report suspicious activity to local officials. Take those little extra steps to ensure the safety of you and your family. Above all else, do not lose faith in the town that has survived much worse and has come out the better for it.

Songowl K. Avionis-Regentil, Interim Mayor of Wehnimer's Landing

The guards and the city council then began the process of electing a new Mayor for the town. Many (in)famous and assorted types would run.

HSN Unrelease: Something (8/9/2002)

While many may be celebrating a number of releases, it has come to our attention something has been unreleased.

This place, which may or may not exist, has been (or has not been) around since more or less the beginning of time. It has (or maybe has not) changed over time, and the powers that be (or not be) have deemed it time for a change.

While someone has been going around (or not) and causing much havoc (which as of yet is unproven) and while the Mayor has been slain (this is a solid fact), petitions are being taken by the Town Guards (this is more or less a solid fact) and an election will be scheduled at some time in the more or less distant future.

Those same powers that be (or be not) thank you for your consideration during this period of turmoil (angst, challenge, fun, craziness, choose your own adjective). We look forward (or behind) to providing you (us) with challenges (or was that fun), peril (more fun), angst (more fun again, but for us) in the very near (far) future.

~ The management (we think)

P.S. - This is not over (we think).

Mayor's race heats up!

Dateline: Day 6 of Eorgaen, 5102: Wehnimer's Landing

The mayoral candidates will be hosting an informational event on their policies Feastday evening, six Eorgaen, beginning at nine elven. All citizens who are interested in learning more about who to throw their vote behind in the upcoming elections are urged to attend and listen.

Each candidate will make a short speech addressing the populace and detailing their policies, plans and platform. What will be said is up to the individuals involved, but no civic-minded citizen of Wehnimer's Landing should fail to attend. Rarl will serve as Master of Ceremonies and open the Wehnimer's Landing Courtroom to spectators.

In the interest of public service, the Elanthian Journal will continue to accept political advertisements free of charge from any individual who has thrown their hat into the ring for this election. We believe in fair elections and pledge to remain neutral in the campaign, accepting contributions from all sides.

All of the candidates were summarily killed by Garrilon Gorandor on orders of Lacheis Taurvon when Rarl was revealed to be a double agent.

CoL Moves! (8/15/2002)

Beatings, assassinations and strongarm tactics abound! No, it's not SimuCon. All of these were indicators of change for the feared Council of Light. The organization's Wehnimer's Landing chapter, recently becoming a bit too high profile for superiors, has been dissolved, dissected and relocated. Officials within the organization say that anyone who has a problem with this need only step up and say so...

Additional details include a dispute about all of the attention in Wehnimer's Landing over the last several months. It was believed a split between several of the leaders within the Council resulted in a split of sorts that the former Taskmaster within Wehnimer's Landing headed South and the Grand Poohbah went east.

Odd Occurences (9/7/2002)

A strange howling was heard around South Haven early this morning; however, local citizens could not find the source of the noise. Shortly thereafter, black-robed figures were seen walking along Lornon Avenue.

Authorities investigated the complaints against the noise and strangers, but their search came to an end just after it started with no further information.

The New Council Headquarters in Solhaven

Nothing odd about it.

Located in the South Haven area of Eastbridge End lies a Manor. It has a curious gargoyle to gain entrance inside. The more interesting discovery is found in it's Wine Cellar.

[Kraken Manor, Courtyard]
Standing in the center of the walled courtyard is a masterfully crafted water fountain created in the image of a sea kraken. Wrapped in the kraken's tentacles is a flawless crown-of-Charl shell, from which the water cascades into the base of the fountain. Well-kept flowerbeds containing an assortment of exotic flowers have been bordered with a collection of ruby-lined nassa shells, along with yellow, pink, and blue coquina shells. An opal-flecked walkway leads up to a set of double doors. You also see a round board and a stone wall. Obvious exits: none

Down in it's wine cellar an oddly curious office door.

[Wine Cellar, Office]
An intricately carved oak desk, which is trimmed in coraesine metal, dominates this room. The wood trim of a high-backed leather chair has been inlaid with an assortment of crushed pink and blue coquina shells, and is twisted sideways to the desk. The wall opposite the desk has a mural of a map depicting the geography of the early Turamzzyr Empire. Hanging from metal supports in the walls is an assemblage of various weapons of war. You also see the Imperious Grand Poohbah.
Obvious exits: out

The former Wehnimer's Landing Taskmaster himself with a self-promotion to the Imperious Grand Poohbah.

Ta'Vaalor Catacombs

He lost perhaps the most and he ran, he ran far away. The former Grand Poohbah can be found in the catacombs of an Elven Nation city, if you know where to look.

The Council Today

"The Council of Light? Uncle CoL? Many whisperings are heard about this society, if in fact it is even a society at all. Accounts continuously arise from people who've encountered everything from overheard code words to tales of strange encounters with its members. It's said to be a secret society, and little is known about this possible non-existent entity. Incautious adventurers who ask too many questions are said to be "taken care of" permanently. While obviously nonsense, it still should be stated that the reports of such events often arise.

Lately, in fact, rumors have abounded about strongarm tactics and open displays of aggression. Of course, these are all rumors. In fact, I shouldn't be spreading them. It's all ficticious. Of course there's no CoL. Forget what I just said. I was joking about the whole thing. Heh heh, erm...heh."

-- Lord Grindoll Hevucita

Behind the Scenes Lacheis and most of the NPCs were played by GM Khaladon.
