The max the harnesses will currently hold is nine. I have a hard time seeing them getting any deeper than that... the vision of 20 daggers wrapped around a person, though kinda funny, doesn't seem quite right.

Yep, they've always had the option to hold nine, and when sold in a shop, they hold only seven by default. Nobody ever asked about it before now. Any general merchant comfortable enough to do it can handle the change, and it's not something that's expressly forbidden... it's just not specifically noted as an option in the GM-side text on the items. And it doesn't matter if it's converted to shoulderworn or still an old pinworn, they'll change all the same.
