Level 39 Empath with 37 ranks in FA, with 137+2FA skill from enhancive needs both hands open to diagnose full, but only 1 hand open when 206(Tend Lore) is activated. Does not coincide with "If a character has a First Aid skill of 200+, is an Empath, or is under the effect of Tend Lore (206) they can use DIAGNOSE FULL without any free hands." Will test with 150 FA Skill with and without Tend Lore to see the effect.
