The Kelfour Landing Edition was the precursor of several in-game and out-of-game news serials. It ran for several years and contained Volumes I, II, III, and IV. Each volume consisted of 7-12 issues. This is the master list for Krakii on locating them. These ran from June 1990 to November 1993.

It's old, from 95 or 96.
It was a joke of Fawn's. It has no siginificance. Every hour or so (or day or so) another letter either appears or disappears from the ribbon. She just thought it would be fun to have everyone try to figure out what it said, and what it signified.
We know what it says. It just doesn't mean anything.

Fawn has said years ago that the ribbon did actually start as something, but she was side-tracked and the story never got out. She did later decide to leave the ribbon up as a 'joke' and to give everyone something to fiddle with. This is why I said Tsoran was close. While it's not connected with anything now, it did sort of have its own story.
