This is a suggested proposal for how to change the HESS Certificates: +1 to Skill/Stat into an automated system with a variable cost applied via automated NPC.

An enhancer leans toward you and says, "I can increase the power on your favorite enhancive!  When ready, simply hold the item in question in your left hand, and make sure you have the appropriate amount of <event currency> before placing your ORDER!"

An enhancer says, "I need to know which enhancive property you want to increase.  Use the following information, and tell me the number for the enhancive property on the necklace that you want to INCREASE."

 508.  Thrown Weapons Bonus (5)
 516.  Arcane Symbols Bonus (1)
 505.  Blunt Weapons Bonus (6)

An enhancer says, "You wish to increase the inset ora necklace's "Thrown Weapons Bonus (5)" to "Thrown Weapons Bonus (6)" for 5,000 <event currency>?  If this is your request, REPEAT YOUR COMMAND WITHIN 30 SECONDS.

Squeezing his right forefinger between his thumb and middle finger, an enhancer uses his fingernail like a writing utensil to scratch some etchings onto the surface of the necklace.  Once finished, he hands the item back to you.  "And done.  Painless.  Now, that'll be 5,000 <event currency>, please."  He holds out his hand, and you count out the required payment.
[You paid 5,000 <event currency> to the enhancer, leaving you with a balance of XXX,000 event currency.]

Scale the cost based upon the benefit

Add +1 to a Stat BASE of +1:+3 = 2500

Add +1 to a Stat BASE of +4:+6 = 3750

Add +1 to a Stat BASE of +7:+9 = 5000

Add +1 to a Stat BASE of +10:+14 = 25000

Add +1 to a Stat BONUS of +1:+3 = 5000

Add +1 to a Stat BONUS of +4:+6 = 7500

Add +1 to a Stat BONUS of +7:+9 = 10000

Add +1 to a Stat BONUS of +10:+14 = 50000
