Gnome-crafted hats are scripted hats that have a mechanical fan built into them. They have restrictions on altering them, allowing only the long to be altered due to a hard-coded SHOW description.
Analyze
This is a gnome-crafted hat that houses a mechanical fan! Most merchants will be able to alter how the base and longer (but not show) description looks, so long as the noun remains a type of hat that can logically hide a folded up fan within it. The show description is hard-coded and always present, and any alterations cannot conflict with it.
Currently, you can try to TURN and PUSH the tricorn. The item must be worn for the gnomish mechanics to function.
