Well, that is TBD, but I may have oversold the unlocking...
The Third Tier is a very nice fluff feature that everyone will appreciate, and will not change anyone's life, and will be offered in abundance in the future. If you have a T2 sling, you have most of what the sling will ever offer.
The Fourth Tier is intended to be exceeeeedingly rare, and is pure fluff. It was never intended for release at this Duskruin, but we designed this item with long term intentions.

For the elementals, it's actually not a lore requirement: you just need to be attuned to the element. And lightning is included!
For the lores, it's not a high requirement but it's not one rank. Someone will figure it out WINKY EMOJI. The design intention was: if you focus on a lore, you have the power to manifest this magic. To keep it from being noise that anyone can summon.

You're a runestaff bard? Are you insane?? Well good because Mental lores are definitely included. I mean, Religion lore is included! Lores!

Subject: Magic Sling Mis-Conceptions
Hello,
There seem to be some misconceptions about the Magic Sling. I'd like to help clear them up.
PUT/DROP/STOW/SHEATH - All one set of messaging
GET/GIRD/READY - All another set of messaging.
If you have a Tier 2 unlock, then you have 2 RANDOM types of messaging that cycle. 1 randomly shows for put/drop/stow/sheath, 1 randomly shows for get/gird/ready.
There are also 4 different kinds of slings: Mental, Sorcery, Elemental, Spiritual
If you have a sling that is keyed to the different type - Analyze will tell you the type - then you will get generic messaging.
ALL other verbs are the SAME for all makes of the sling.
I hope this helps clear it up.

Here's what I can tell you:
Tier 1 PUT/drop/stow/sheath - Always solidly - "You stow your <runestaff> in your <magic sling> with <message>."
Tier 2 put/drop/stow/sheath - 50% chance to be -"You stow your <runestaff> in your <magic sling> with <message>."
OR "A <message> trails your <runestaff> as you stow it in your <magic sling>."
Elemental Slings - THESE WORK ON ATTUNEMENT
Spirit, Mental, Sorcery - Highest Lore Rank
There is a generic.
If there is a tie, then it randomly selects between the highest two.
If you are attuned to fire, but you attune random for -- whatever reason that wizard's do this (never played one) -- then it is your base attunement always.

Subject: MagicSling grows up!
Has everyone had fun with their T1 and T2 MagicSlings?
Because tomorrow, T3 makes its debut for sale in The Art of Lore! Right on the mannequins, available for a modest premium.
What does T3 offer? Everything that T2 does, plus the ability to serve as a weapons displayer. This ability can be toggled on or off! There's also an extra fluff verb that lets you show off your sling's lore ability.
But what about T4? Yes, that makes its debut as well - in the Treasure Trove!
What does T4 do??
>wear my sling
You sling a crystal-shod runestaff sling over your shoulder.
>whisper my sling lightning
With a powerful cry, your illthorn runestaff vanishes from your runestaff sling in a burst of lightning, only to rematerialize in your hands!

With a powerful cry, your illthorn runestaff vanishes from your hands in a burst of lightning, only to rematerialize in your runestaff sling!
The ability to make your runestaff materialize into your hands or your sling with a simple password does not replace the rest of the sling's STOW and READY lore-flavored messaging. When you whisper the password, you get this messaging; when you READY or STOW, you get that messaging.
This is not mechanically uber. It's pure flavor! And it's going to be rare. Four T4 slings will be available in this Duskruin's Treasure Trove; one in the elemental flavor (shown above), one in a sorcerous flavor, one in a spiritual flavor, and one in a mentalist flavor.
And here's the fun part... the password ("lightning"), verbal element ("a powerful cry"), and magical element ("a burst of lightning") are fully customizable! This is a service that won't be offered at this Duskruin, but is something I am able to offer in the future.

NUDGE!
TOUCH is also a fluff verb that just lets you show off your dominant lore a little.

Subject: Magic Sling - Fix
Hello,
If you are a wizard and have been using FLICK with your Magic Sling, you may have noticed that a strange bug was causing your weapon and sheath to be cleared from your READY LIST.
This bug has been fixed and you will now also get the specialized messaging as you flick your wrist!
