My reasoning for there being two "major" categories and my "has locker access" determination of which list a place goes in...

So it's fairly easy to know that Tamzyrr is of much stronger significance than Cysaegir. However, players cannot access Tamzyrr while they can Cysaegir. Cysaegir is meant to be a fully functional town with all the necessary components a player would need in a town.

My reasoning is that knowledge of places like Cysaegir, a place that can be accessed every day and used as a home base for a character, is more significant, especially to a newer player, than knowledge of the greater world.

That said I would suspect that if Cysaegir did not have all the necessary parts of a town, that it might fall into the minor category (such as places like The Ravelin and Sylvarraend).

These are just my thoughts and not anything set in stone if someone comes up with a better system or train of thought :)
