We, as Free Captains and Crew, agree to form into an alliance of mutual interest under the terms of the charter put forth below:
We hold that the Free Captains' Company (known heretofore as 'the Company') ...
1. ...exists as an alliance of independent seafarers and their private ships and fleets.
2. ...has the principal goal of promoting seafaring as a general good for all people of Jontara and beyond.

History
The principles of the Free Captains' Company were first set down by Commodore Jaysehn Ranshai, who wished to ensure that his own Sentinel Fleet could engage in his self-declared mission to bring the work of the Order of Voln to the oceans without being subject to Imperial or Elven sovereignty. The singular idea of neutrality, combined with a desire to achieve self-determination in matters regarding the Sentinel Fleet led him to espouse the notion that 'Every Ship is Sovereign.'

Locations
The Free Captains' Company will be based out of Solhaven, in order to take advantage of its coastal location and Freeport status. An unofficial headquarters, Commodore Hall, is currently under construction.
Membership
Membership in the FCC is open to all. Membership rank is used for voting purposes only.
Ordinary Seaman/Seawoman - non ship-owning members WITHOUT an OSA role - Non voting member.
Able Seaman/Seawoman - non ship-owning members WITH an OSA role - Voting member, each vote counting once.
Captain - ship-owning members -Voting member, each vote counting once, plus an additional vote for each ship the Captain owns. ex - a captain that owns a sloop and a carrack has three total votes (Member(1), sloop (1), carrack (1))

Leadership
Officers in the FCC are known as Directors. Chief among them is the Director-General who serves as the chief officer of MHO and the point of contact with Gemstone GMs on most matters. Directors, once chosen, are in place until they voluntary step down or go inactive for 90 days. If a replacement is needed, the membership will vote on potential candidates.

Enlistment
Anyone interested in the principles of the Free Captains' Company, or even just a general interest in seafaring are welcome to join. The primary purpose of the Free Captains' Company is to promote the OSA system and group play in that system.
