Mission Statement
The Free Captains' Company is a loose alliance of private ship and fleet owners who all support the core principal of, 'Free Seas, Free Trade, Free People'. Although organized as a buffer to the potential of governmental limits on private seafarers in open waters, the FCC supports all potential seafarers and the individual Captains of the Free Company are free to pursue whatever private goals and ambitions they wish.
Charter of the Free Captains' Company
We, as Free Captains and Crew, agree to form into an alliance of mutual interest under the terms of the charter put forth below:
We hold that the Free Captains' Company (known heretofore as 'the Company') ...
1. ...exists as an alliance of independent seafarers and their private ships and fleets.
2. ...has the principal goal of promoting seafaring as a general good for all people of Jontara and beyond.
3. ...supports safe travel and free trade as the principal good of seafaring. To this end, the Company views the eradication of all dangers of the seas to be a necessary part of its mission. Threats including, but not limited to, pirates, undead and krolvin all represent dangers to be met with acts of war.
4. ....considers its ships and its members, when at sea, are subject to no jurisdiction but that of the ranking officer aboard the vessel, or as the Master of a ship or fleet dictates by their own customs.
5. ...acknowledges the fair and reasonable port fees required by Jontara's regional powers to provide and maintain safe ports with facilities for refit and repair.
6. ...will conform to the lawful conducted required by the codes, statutes or customs of any port in which a ship in alliance with the Company finds itself.
History
The principles of the Free Captains' Company were first set down by Commodore Jaysehn Ranshai, who wished to ensure that his own Sentinel Fleet could engage in his self-declared mission to bring the work of the Order of Voln to the oceans without being subject to Imperial or Elven sovereignty. The singular idea of neutrality, combined with a desire to achieve self-determination in matters regarding the Sentinel Fleet led him to espouse the notion that 'Every Ship is Sovereign.'

Locations
The Free Captains' Company will be based out of Solhaven, in order to take advantage of its coastal location and Freeport status. An unofficial headquarters, Commodore Hall, is currently under construction.
Membership
Membership in the FCC is open to all. Membership rank is used for voting purposes only.
Ordinary Seaman/Seawoman - non ship-owning members WITHOUT an OSA role - Non voting member.
Able Seaman/Seawoman - non ship-owning members WITH an OSA role - Voting member, each vote counting once.
Captain - ship-owning members -Voting member, each vote counting once, plus an additional vote for each ship the Captain owns. ex - a captain that owns a sloop and a carrack has three total votes (Member(1), sloop (1), carrack (1))

Leadership
Officers in the FCC are known as Directors. Chief among them is the Director-General who serves as the chief officer of MHO and the point of contact with Gemstone GMs on most matters. Directors, once chosen, are in place until they voluntary step down or go inactive for 90 days. If a replacement is needed, the membership will vote on potential candidates.

Enlistment
Anyone interested in the principles of the Free Captains' Company, or even just a general interest in seafaring are welcome to join. The primary purpose of the Free Captains' Company is to promote the OSA system and group play in that system.
