Mechanics

Invoked before making a melee or unarmed combat attack. If the subsequent attack connects, the target takes a penalty to their Target Defense (TD) for ten seconds. The penalty is 2 per rank, plus 1 per 10 points in the endroll success margin of the attack. The latter portion is capped at 20.
