Hand of Tonis -- named after Tonis, the Arkati of Speed, Travel and Thieves -- attempts to stun a target by stealing its breath. The spell has two versions, a CS based warding spell, and a bolt spell which requires 20 ranks of Elemental Lore, Air to use.
