The surrender verb has both roleplaying and functional elements.
Locker Mechanics
If a player finds himself in a locker that he cannot close because he has more items in it than the locker can currently hold, the player can SURRENDER items in the locker. This may happen if a player downgrades from premium of if a SimuCoin locker contract ends. The item will be sent to their local justice office and stored in a box like those that hold a character's items after being arrested. This follows the same mechanics as if the character were arrested with the confiscated stuff getting cleaned away eventually, so it is not permanent storage. However, it should help players in such a situation manage their transition a bit easier. The syntax is SURRENDER {item}, followed by a confirmation. Only players with overfull lockers can do this.
