Hello, NAAMIT. I have brought your concerns about this document to staff. This is an IC document written by an elf, so it is entirely possible that some aspects of different cultures may not be fully accurate for how divination is actually practiced or perceived. This can account for the author not recognizing that Tehir might use sandpainting, or that the Shakat use of sand in pendulum pouches might not be the same method of sandpainting employed by Tehir.
