At cap, if you're not wearing a soulstone, then Solhaven has no child bounties, foraging bounties, nor skinning bounties--making it the most reliable place for getting bounties that just involve killing things.

Curiously enough, when the Sanctum first released it actually did have foraging bounties, but these were later removed for unknown reasons. Since other capped grounds like the Rift and OTF do have foraging, the former being especially easy since you can forage on plane 1, my best guess would be a forum post from closer to the Sanctum's release (probably now deleted due to recent forum changes) complaining that some Sanctum foraging bounties seemed to have no eligible rooms.
