It is tier 3 out of 3 and has the following verb traps: TURN, FOLD, RUB, PUSH, COVER, POKE, TILT, WAVE, KISS, and PULL the handkerchief. There are no further tiers to unlock.
It may be altered with a long description or a show, but should remain a "handkerchief." Usage
