REPORT is used to send a message to all online GameMasters. This should primarily be used only in emergencies. Some examples for a good time to use report is if another player is acting completely out of line and breaking policy/character, or if a pay event merchant area has non-functioning portals and the character is stuck.

Report is also used to respond to a GameMaster's [SEND] message.
