Petticoats (also, underskirts) were first released in 2013 at Return to Coraesine Field.

Analyze

The creator has also provided the following information:

This lace and satin petticoats can either be worn beneath a gown or laced into one to change the gown's description. The lace and satin petticoats are off-the-shelf and trapped for LACE, UNLACE, WEAR, and REMOVE.
The lace and satin petticoats may be altered as long as it remains some sort of underskirt or petticoat that would be acceptable as part of a gown alteration. It is not intended to be lingerie or risque. Keep in mind that the petticoats will not be visible in your inventory when you are wearing it alone.

When Laced with Gown

Must use gown to enable verb traps.

WEAR Off-the-Shelf
Tier 1
FIRST: You step into the wide skirts of your sable lace gown and pull the gown into place, carefully layering the folds of the wide skirt over the black satin petticoat.
THIRD: XXX steps into the wide skirts of her sable lace gown and pulls the gown into place. She then adjusts the folds of her sable lace gown, fluffing the wide skirts out about her.
REMOVE FIRST: You slowly slip off your sable lace gown, dropping the wide skirts to the floor and carefully stepping out of the gown.
THIRD: XXX slowly slips off her sable lace gown, dropping the wide skirts to the floor and carefully stepping out of the gown.
UNLACE (gown with petticoats) FIRST: You carefully pull the ties holding your lace and satin petticoats into place beneath your sable lace gown and separate the two garments.
THIRD: XXX carefully pulls the ties holding her lace and satin petticoats in place beneath her sable lace gown and separates the petticoats from the gown.
PUSH Tier 2 FIRST: You press the wide skirts of your sable lace gown down against your legs so that the skirts, bolstered by the fullness of the petticoat beneath, extend out behind you. As soon as you remove your hands, the skirts spring back the other way, swinging back and forth like a bell. Good luck with doorways.
THIRD: XXX presses the wide skirts of her sable lace gown down, but as soon as she removes her hands the skirts spring back out to full volume, swinging back and forth like a bell.
PULL FIRST: You gather the wide skirts of your sable lace gown in your hands and hike the hemline up slightly to reveal the black satin petticoat beneath.
THIRD: XXX gathers the wide skirts of her sable lace gown in her hands and hikes them up slightly, revealing the black satin petticoat beneath.
TURN FIRST: You adjust the way your sable lace gown rests atop your black satin petticoat, resulting in the look of the laced garment changing to a sable lace gown scalloped along the curved side cut-outs over a glaes-chained black satin petticoat.
THIRD: XXX adjusts the lay of the wide skirts of her sable lace gown, briefly causing the black satin petticoat beneath to show.
This verb changes how the petticoats appear when laced with the gown. Viable options: over a petticoat, pinned over a petticoat, pinned high over a petticoat, layered over a petticoat, gathered over a petticoat, front-split over a petticoat.
