If it means something else, then I believe there is a formula error (should be "secondary PLUS tertiary", not divide by). The formula in Excel would be "=FLOOR(100+50,8)/8" (for someone at 48th doubled in a second/singled in a third) and would return +18 bonus. Yea, I'm not sure what's up with the formulas either.... GS prolly has a higher then average number of people that code professionally or for fun, but I'd wager most players don't. Expressing it as basic math rather then code or spreadsheet functions would be easier for the majority to understand.
