Thimbel's Sweatshop is a recurring NPC shop at various merchant festivals, including A Midsummer Night's Festival, that has an auto-alteration machine in it. The Sweatshop is in the back area of Thimbel's Threadworks and accessing it is a puzzle.

You see several very important signs.  Written on the first are the words, "Please be sure to READ INSTRUCTIONS.  Then, to see your options for patterns and materials, just LOOK AT PATTERNS and LOOK AT MATERIALS."  Looking at the signs, you see a long list of materials, a long list of patterns and a long list of instructions.
If you wish to have an item altered, you must be holding it in your LEFT hand and then ORDER {pattern #} {material #} {item}.
  You will then be shown what the new item will look like and be quoted a price.  If you are happy with your choice, you can then BUY it.
  If you are using a note, make sure it is in your RIGHT hand.
