Usage:
ACCUSE {player} {crime} - Accuse a player of a crime.
ACCUSE {player} DISMISS - Dismisses charges of all crimes committed against you.
Where {crime} must be one of the following:
IMPROPRIETY
HOOLIGANISM
ASSAULT
THEFT
BANISHMENT
