The RT of MSTRIKEs has a hard limit on minimum and maximum ends, as explained on the wiki:

Minimum RT = 5 Seconds for any weapon
Maximum RT = Base Weapon Speed + 7 - AGIDEX RT Modifier


Using the fastest and slowest possible combinations of weapon and race as examples (assuming 100 agility and dexterity for each), along with some more middling examples, we see:

A burghal gnome, elf, or halfing with a dagger and perfect agidex has a maximum RT of 1 + 7 - 5. This would give us a max RT of 3, but it's bumped up to 5 to match the minimum.

A dwarf, erithian, human, or giant with a lance has a maximum RT of 9 + 7 - 3 = 13.

A dark elf, forest gnome, half-elf, or sylvan with a maul has a maximum RT of 7 + 7 - 4 = 10.

A dwarf, erithian, human, or giant with a falchion has a maximum RT of 5 + 7 - 3 = 9.


The maximum RT is ordinarily reached at three swings when unencumbered, but can be reached at two swings when sufficiently encumbered.

Crucially, unlike single swing ATTACKs or AMBUSHes, encumbrance doesn't increase the maximum RT of an MSTRIKE.

This means that when you're encumbered enough, mstrikes will be faster than single swings. Additionally, encumbrance has no bearing at all on the RT of a three-hit mstrike since it's already at the RT cap.
