The ragged old blind man is a wandering NPC in Ta'Vaalor. He invites adventurers to join the Council of Light.
Description
The man has beautiful but unkempt short blonde locks running down his head. His clothes are tattered but show signs of former opulence. A small silver whiskey flask peeks from under one of the pockets of his ragged faenor-buttoned coat. The man's sharply defined elven features seem to hint of nobler birth than his surroundings indicate.

A ragged old blind man rummages around in his pockets for a moment before sighing and sticking out his hand toward you, he looks up at you and asks, "Can ye spare a few silvers for a poor elf out on his luck?" A ragged old blind man curls back a loose lock of his blonde hair that has fallen over his forehead. A ragged old blind man takes a step towards you and preemptively glances you over, before sternly whispering, "Search deep within the old reaches of our city, underneath the ground. Your destiny lies in the catacombs." A ragged old blind man totters out of the area slowly while sipping from his whiskey flask.
