This is incorrect. Minor Steam is considerably more efficient except for fire vulnerable stuff. The only armor groups that Minor Fire outperforms Minor Steam in are against Cloth and Plate armors. But at 6 mana instead of 4, Minor Steam probably outperforms on a per mana basis even for those.

However, Minor Fire is achieved intrinsically by learning the Spell Research rank, whereas Minor Steam requires additional extraneous Lore ranks. There are people who do not have 20 ranks of Air to get Tonis Bolt, either; or there are those who DO have Tonis Bolt (but that means they're giving up on Steam, because they've sunk their ranks into Air and not Fire).
