The pour verb allows you to pour out liquids on or in the specified target. POUR is utilized by the player service system (Enchant (925), Ensorcell (735), etc.) and allows liquid versions of herbs and potions to be administered to dead players.

Potions and pourable herbs may be combined by pouring one into another, but be careful to only combine the same liquids -- mixing liquids can have disastrous results!

Some empty liquid containers may be refillable using this system. Notably, there were enchanting potions sold at the 2007 winter caravan that came in refillable color-coded jugs. Most non-refillable containers (though not all) will shatter when empty.
