There are two types of damage happening after the flare happens. Damage Over Time (DoT) flavoring (low damage) and disease damage. Disease rounds are standard rounds. The RotFlare DoT is 3 times faster than the disease round. Necromancers will cause significantly more disease damage with heavy lore training, using the same seed as ensorcell (at higher lore training). The DoT lasts as long as the disease, so necromancers will see the rotting effect last a lot longer. Necromancers will also cause the weapon to flare more often. Really good necromancers will cause it to flare on the first strike. Once the rot effect is happening, it won't flare again until it's over.
In the examples below, each frost giant had varying amount of life left, so try not to use how long it lasted as a judge on how effective the damage was. It's mostly to throw any math people off.
Bow
You nock an arrow in your diseased rotbow.
A sickly green aura radiates from your diseased rotbow and seeps into an arrow.
You fire an arrow at a frost giant!
AS: +223 vs DS: +176 with AvD: +23 + d100 roll: +26 = +96
A clean miss.

Very cool! When you reference Necromancers, does that mean anyone trained in Necromancy Lore, not just sorcerers?
Right. Anyone with lore. It just takes a lot to see some returns, so sorcerers will sort of be the best at it.
Some comments from the PC, yes, DoT isn't very favorable in a game where everything gets killed rather quickly. But that's why this is mostly flavoring. It has some benefits, but if you're just killing everything in a swing or two, flares aren't something you'd likely be interested in anyway. Plus, these can also go on stuff with flares, weighting, sighting, etc, for just some extra damage and play nice with other scripts. The initial flare damage is similar to normal flares.

Not trying to probe into secrets, but is 1x to cap worthwhile?
It uses the seed 1 of the summation chart. Benefits don't really start to be noticed until later on, but a capped player who is 1x will see some benefit. There are some spots that will need to be monitored though.
This is a limited service. Only about 5 of them are going out in each instance.

can we get a sample of zero necro ranks, as most people who will be vying for them will have zero ranks.
The damage seen would be the same. So the difference would be hit percentage of the flare and duration of the effect. I don't think I could present either of them in a log without giving exact numbers.
along those lines, if something like this is going to go out in such a limited fashion, can there be a necro lore requirement to qualify for them? at least at the first offering
I have plans for their distribution that should be helpful. But it won't be exclusive to one group over another.

Yes.

As long as no other properties are preventing it from being blessed. But RotFlares only work if the creature can rot or isn't already rotting, so keep that in mind for undead. Yes on perfect weapons (has anything ever been prevented for perfects?). It's a script, so services that can't go on a scripted weapon would be barred.
- RotFlares are only for weapons, but gloves and boots work. I didn't test CMAN activations. I'll leave a little bit of experimenting to the players!
- If Crusade doesn't interfere with scripted weapons, we're fine.

Krodera has no real properties, compatible! Like adamantine, kroderine is handled in different mechanics and not an actual script. The dispel flares take up the flare spot. It hates everything magical though, which makes this incompatible!

There are 4 forms of coraesine. There is one that is just scripted to double strike, this should be compatible. The lesser and greater ones that offer neater stuff aren't really compatible at all with anything. There is a 4th form that has some "air" flares and does nothing special, this is also compatible.
