Thimbel's Sweatshop is a recurring NPC shop at various merchant festivals, including A Midsummer Night's Festival, that has an auto-alteration machine in it. The Sweatshop is in the back area of Thimbel's Threadworks and accessing it is a puzzle.
Thimbel's Sweatshops provides automated shop services at various merchant festivals, including the Midsummer's Night Festival during the Premium Festival. Located within and accessed via Thimbel's Threadworks, the Sweatshops have auto-alteration machines inside, which each room offering automated modification of specific garment nouns.

While there is not a true specialty design NPC present in the Sweatshops, the type of service offered in each room is similar to this service. Instead of adding a phrase at the end of the garment's description to make it a long alteration, the service allows for the article and adjective of the garment's 15/15/15 to be automatically changed, depending on the garment noun. The Sweatshops are an older system that predates specialty design NPCs.

You see several very important signs. Written on the first are the words, "Please be sure to READ INSTRUCTIONS. Then, to see your options for patterns and materials, just LOOK AT PATTERNS and LOOK AT MATERIALS." Looking at the signs, you see a long list of materials, a long list of patterns and a long list of instructions.
several very important signs
In the Common language, it reads:

If you wish to have an item altered, you must be holding it in your LEFT hand and then ORDER {pattern #} {material #} {item}.
You will then be shown what the new item will look like and be quoted a price. If you are happy with your choice, you can then BUY it.
If you are using a note, make sure it is in your RIGHT hand.

*** All alterations are final. ***

Be sure you are happy with your choice!
