He was notable for permitting the establishment of ten colleges throughout the empire, five for scholarly knowledge and five more as extensions of the [[Hall of Mages]]. The last major battle of the [[Horned Cabal]] Wars occurred at [[Elstreth]] in 5074, and Hannelas was the first ruler to send Imperial troops to assist in the battle.
