Yes, over training in Mana Control does help when sending or receiving from someone with less than 100 skill. The less skill they have, the more it takes to offset their deficiency. It's not based upon a threshold; every bit helps.
If you really want to forgo the training and still send mana, you can always have an alchemist make you a channeling crystal.
