Writing quills are an older fluff script for writing implements. They were released around the same time as non-writable books. They predated the ability to actually write text, such as on stationery paper or mail paper, and due to how their script interferes with them, writing quills cannot be used to write on either type of paper. They are a different script from stationery quills, which are compatible with those two types of paper.

Analyze

You analyze the fenvaok feather quill and sense that the item is largely free from merchant alteration restrictions, but the creator has stated that "The item type should not change."

The creator has also provided the following information:
This item may be altered by a talented merchant, but the object itself must remain the same or be extremely close in nature.

You can EAT the fenvaok feather quill.  If you are holding an open book, journal, ledger, folio, tome volume, spellbook, prayerbook, grimoire, scroll, or vellum, you can also try to TURN and WRITE.

You get no sense of whether or not the quill may be further lightened.
