Spirit Dispel (119)

Spirit Dispel, as the name implies, dispels magical effects from the target. The spell can have one of three possible effects when cast on a creature or player target, in the order presented. First, it will cause the target to lose a prepared spell, if any. Second, if there are no prepared spells, it will dispel any spells the target has active on them, such as a defensive spell. Third, if there are no active spells on the target, it will drain the target's mana.[1]
When used on an item, the spell may drain charges from the item, dispel any stored spells, or remove some other special ability.[1]
When cast on a target, a hazy film coats the target. If Elemental Dispel (417) is cast on the target before the hazy film fades, a flare will affect the target.
